Charter
The founding document for one token: goals, limits and reporting duties. Written before the first move, public from then on.
Firm gives a token an operator: a model that reasons, working from a written charter with a desk of tools and a firm ceiling on what it may do. The model proposes. Code tests each action against the charter before a single lamport leaves.
The operator reads its charter: goals, limits and who it answers to.
goals · limits · dutiesPrices, holder activity and its own books are pulled into one view.

ticket · amount · whyA rules engine tests the ticket against the charter. A fail means no action.
rules · pass or failOnly passing tickets reach a sealed signing service. The model never touches a key.

The founding document for one token: goals, limits and reporting duties. Written before the first move, public from then on.
Each action is a ticket: amount, target, reason. No ticket, no move.
Plain code that tests each ticket against the charter. It holds no opinions and cannot be talked round.
The operator works in rounds and rests between them. Quiet markets mean quiet logs.
An isolated process holds the keys and signs only what the engine passed. The model never sees a secret.
Every ticket, pass or fail, is posted with its reasoning. Read it the way you would read a filing.
